Different actors would have different motivations to participate. To the PNAC think tank, it would provide the catalyzing event leading to the clash of civilizations desired by them to mobilize the American public behind a new, aggressive foreign policy that they would otherwise not approve. Impending Peak Oil would be a motive to the most oil-dependent economy on earth - the U. S. The new (six weeks) landlord, Larry Silverstein, who had insured the WTC specifically against terrorism, looks more like an ordinary real estate scam artist committing arson on a grand scale by cooperating with the destruction plans under the cover of terrorism. To the fascists wanting a more tightly controlled and fearful American population, it served to usher in a new, more authoritarian, more brutal American government. One that tortures (only bad guys, of course); launches preemptive wars (due to grave threats); and spies on its own people (for their own protection, of course). To a possible third-party country - let’s just use Israel as an example, the attacks, if blamed on radical Islam, mobilizes the most powerful military in the world against Israel’s enemies, greatly tilting the balance in Israel’s favor for the foreseeable future.
